The Department of Homeland Security fights uphill battles everyday to serve the United States. And increasingly, homeland security threats evolve faster than legacy tools can counter. From drone interdiction and border security to fentanyl and transnational criminal groups, Homeland Security faces urgent and massive big data problems that Primer solves.

We know that homeland threats are networked, adaptive, and global driven by bad actors who monitor the latest technological innovations and look for ways to exploit them.

Jorge Comas, Director of U.S. Customs and Border Protection’s NTC detailed how, in 2024, the agency disrupted an ISIS-K-affiliated network involving people from Tajikistan seeking to enter and harm the the United States with the assistance of enablers from Central Asia through Europe, the Middle East, and Latin America, before reaching Mexico.

This success underlines that countering modern threats require intelligence fusion and international coordination, and we are grateful to Director Comas and his teams for their commitment. We believe those transnational, multi-domain threats are growing and require new tooling for reliable success.

To meet the moment, Primer delivers visibility into adversarial TTPs (tactics, techniques and procedures) at the earliest stages of planning, coordination, and movement. The help DHS overmatch malicious actors, Primer uncovers affiliations and illicit networks, reveals threats, and delivers real-time operational insight before impact.

Bridging the Gap Across Data Silos

Traditional OSINT tools are often effective at threat detection – “the what” –  but usually fall short of providing context and deep insight (“so what”). And they remain isolated from agencies’ internal data sources. Without fused datasets key connections can get lost and the mission might not achieve clear, traceable, verifiable decision support.

Primer bridges the gap. Serving critical mission teams, Primer fuses critical data such as reports, investigation notes, transcripts, and open-source data and then elevates data to insight.

When threats and insights about entities, relationships, networks, timelines, and narratives are surfaced and connected to historical patterns, analysts can interrogate data quickly and act with greater speed, power, and confidence. Primer’s capabilities support a wide range of homeland security use cases, helping agencies respond to evolving threats, improve situational awareness, and inform strategic decisions.

Staying Ahead of the Threat

Where threats are decentralized, fast-moving, and increasingly digital, critical missions need more than visibility; they need foresight. By fusing data, uncovering hidden patterns, and delivering real-time, mission-ready context and insights, Primer helps agencies reduce toil and tilt the scales by shifting left of threats.
